Preliminary research showed the entrance to the base is situated along Ocean County Road 547 (S. Hope Chapel Road). The area does not have much of anything in the way of sidewalks to clearly indicate a public access area. CR 547 runs entirely through the base, making both sides of the road within base property; public traffic clearly travels along this road without restriction. Also, due to the openly accessible County Road, an aircraft on display, a Visitor’s Center open to the public, a bus stop, and the complete lack of any “No Trespassing” or “Restricted Area” notifications, it is clearly a “Public Area” as defined by New Jersey Criminal Code Title 2C as well as Department of Homeland Security Report HQ-IB-012-2010.

*I try to build bridges instead of walls with all the different government entities. I do not have any ‘ill will’ towards any governmental entity either. It just appears that within the State of New Jersey, there is a learning curve when it comes to public photography/videography. I wasn’t detained and I wasn’t really asked for my I.D. either. The Manchester Police Department didn’t come out either. I had a nice conversation with two Naval Police Officers off camera because the hot weather was just too much for my I-Phone this afternoon. There is a dispute about where the boundary line is when it comes to the public easement/right of way when it comes to County Road 547 that is in front of the entrances. There is a jurisdictional issue as well too. Both people were nice and professional with me during the conversation that I had with them. The one guy was actually on the phone with some higher-ups within the base at one point or another. I did give my first name and phone number at the end because I would like to resolve these issues and be on the same page. Education and respect goes much further than anything else…!!
